1) the non-qualified person (I assume that he/she is a supervisor) is required to be trained in the OSHA Electrical Safety-Related Work Practices regulation 29 CFR 1910.331-.335, per 1910.332 training requirements.
2) The person in charge of the job, hopefully a qualified person, conducts the briefing with all who are involved with the job. The supervisor is required to ensure that this pre-job briefing is conducted.
