I offer consultative services to industry and governmental agencies in the telecommunications areas of management, marketing, strategic planning and network/technology planning.
• A particular strength is in the development of all phases of planning (from needs analyses, through business case, network planning, and bid specification) for fiber optic (IP over DWDM, FTTP, and, for older networks, SONET/ATM) telecommunications and computer networks.
• Included in this planning expertise is the development of applications for these networks including high-speed data, PONs, video, VoIP, ISP, and LD switching.
My management and business/market planning services include directed advice on telecommunications industry trends, product design and development, M&A activity, and organizational structural potentials.
I specialize in providing highly personalized, custom consulting in the identified areas. To provide this type of service, I only accept a tightly limited number of clients at any given time, and provide an extremely flexible resource to meet the needs of clients.
I am the primary consultant on all contracts. Other consultants may be added (with client permission) as special requirements dictate.

• WORK BACKGROUND
30 Years – GTE. VP – Operations and Technology Development – in charge of Technology Development including GTE Labs’ program. Work assignments of interest:
o Ran the GTE Telops Special Projects Budget ($500,000,000 annually.) Set up new procedures to evaluate and develop project list from requests totaling two to three times the amount available.
o Worked with GTE executive management and Human Resources to develop the technology organization for the company for the 21st Century.
o Responsible for developing the forerunner architecture to the Verizon FiOS plan.
o Ran the GTE Telops interface with GTE Laboratories (90% or the Labs’ budget.)
o Responsible for evaluating patent proposals from outside GTE, and for recommending patent applications based on GTE Labs’ work and other work inside GTE.
o Setup and ran the GTE Technology Planning function – responsible for all GTE advanced technology efforts and architectures, such as the decision to move to xDSL and the decision to begin implementation of SONET.
o Responsible for interface to the GTE Standards Planning organization, providing direction to them as to Standards needs to fit our technology plans.
o Ran or major participant in the following special Corporate level teams:
Winning Connections Technology Team – a major re-organizational effort.
Winning Connection Design team. Led this effort which produced specifications of what eventually became an Access Node, and the ROADM.
GTE team for AT&T Divestiture Team.
GTE Team for ConTel acquisition.
Performance Improvement Teams.
Advanced Services Rollout Team.
WINS Development Team – A corporate-wide effort at developing an overall technology view for GTE.
o At various times in my career responsible for virtually every type of engineering and planning function in telecommunications.
o Founder and President B & C Consulting Services, a telecommunications consultancy through which I offer my services and my analysis work.
o Energy Work
Worked for one year (on executive loan from GTE by a special arrangement between the Governor of Kentucky and the President of GTE) for the Secretary of Energy of Kentucky, as (simultaneously) Director of Demonstration projects, Director of Energy Studies, and Director of Interface with the Coal Research Laboratory. The major part of this work involved the designing and implementing of a set of procedures (selecting, budgeting, and tracking) to allow the orderly administration of the Demonstration Projects program (involving projects worth over $1 B.) It also involved developing a set of laboratory research projects that would support the demonstration projects.
• CURRENT CONSULTING WORK
I consult in many areas of telecommunications including business planning, marketing, M&A considerations, new product introductions, and technical planning and design. Some highlights of this work include:
o The development of a design (routing, sizing, transmission design, cost estimating, and equipment selection) for a fiber network for an entire European country, including DWDM, voice switching, high-speed data;
o The development of the Planning Specification for the multi-million dollar communications system for a technology park in the Far East with extreme redundancy requirements;
o The development of a DWDM network (from early economic alternative work to final bid specifications) for a DWDM ring network encompassing a major state – now successfully in service;
o The development of a detailed plan for an extremely large school (over 200 campuses) data, voice, and video network;
o Product planning assistance to several manufacturers, ranging from very small to the largest, regarding anticipated products both in terms of features, and as to product slates.
o In the business/marketing area I have consulted on technical organizational issues, business plans, M&A proposals, numerous new products, new services and changes to existing products and services.
• CURRENT PUBLICATIONS
I am very active in participating in the development and advancing of new telecommunications technologies and applications, and in being a leading analyst and forecaster of trends in the industry through extensive publications. The following is a sample of recent activity.
o I have written forty + major reports for Information Gatekeepers, Inc, (www.igigroup.com), including the very popular “Lightwave” series. This series includes reports on FTTP, ROADMs, DWDMs, telecom market, traffic, and other telecommunications topics.
o I write “High Speed Access Report (HSAR),” a quarterly newsletter published by Information Gatekeepers for the last eight years. This publication includes forecasts and news on xDSL, cable modem networks, FTTX, and PONs.
o Former Columnist for ChipCenter’s Telecommunications Knowledge Center. (www.chipcenter.com).
o Invited lead editorialist multiple times for Fiber Optics Product News.
o Many years (1996- to present) as an invited author in the Annual Review of Communications, International Engineering Consortium.
o Frequent contributor to the major telecommunications magazines – Telephony and America’s Network.
